Whether the Tharaka Nithi Assembly clerk Amos Kiangwe Sikweya will survive the plotted ouster motion by the MCAs can hardly be deduced at this stage but something that is clear is that he must face the wrath of the desperate and money-thirst legislators for ‘keeping them hungry’.
However, it is only Governor Muthomi Njuki who has the ability to save him from the strong tentacles of the MCAs if he is not yet done using him. The county boss is well known for dishing handouts to elected MCAs when he wants to push for his agenda in the House.
As they resume from December recess today, the impeachment motion whose details are highly guarded from leaking is expected to be tabled with a section of the MCAs supporting it while the others, as usual, may opt to keep off the seating to avoid revealing their side.
The embattled clerk, a long time buddy of Governor Njuki from his says as Member of Parliament for Chuka/Igambangombe constituency was seconded from Senate with endorsement of his friend with hope of using his immense knowledge on legislation matters to ‘streamline’ activities at the Kathwana chambers and Chuka town offices for the county to be a ‘Heaven of Value Addition’.
Sources close to the MCAs and privy to the content of the ouster motion revealed to the Press Point that atleast 13 MCAs will support the clerk’s impeachment because of reportedly colluding with the county boss to direct all the money tributaries to one point and forcing them to kneel down for handouts as little as Sh5000.
Kiangwe, who was picked in March last year and expected to improve legislative and adminstrative performance, has no single achievement to show for his about one year in office and his ejection will be huge relief to the county residents.
As things stand, the MCAs eyes have just woken up from slumber and now understands that the clerk is not a son of the county that has a horde of qualified persons for the prestigious position.
The former Clerk Martin Kariuki was unceremoniously compelled to take early retirement and the position was taken over by his deputy Erick Nthumbi who served in acting capacity for one year before Kiangwe was sought.
In a motion to adopt Kiangwe as the clerk on March 26, 2019, MCAs expressed optimism that the officer would better services and especially their working environment.
Kiangwe formerly served as a Legislative Clerk at the Senate and holds a Bachelor of Political Science and Sociology and Masters in Public Policy and Adminstration.
Nominated MCA representing youths Karen Karimi Gitonga then said it was unfortunate that seven years after inception of devolution, they were still operating from an iron sheet chambers and offices.
“In very short period after the incumbent governor took over the office, he built himself a comfortable office but we are still debating at an iron sheet structure that is very uncomfortable,” she said.
Muthini Karangi (Nominated) asked the clerk to fast track construction of Assembly building that stalled over procurement issues.
The clerk had worked for the National Parliament for a period of 9 years and previously served as the Committee Lead Clerk in the National Assembly and as a legislative officer and was in 2016 promoted to the position of Second Clerk Assistant at the Senate.
