Isiolo County Assembly has passed Sh5.4 billion budget for financial year 2022/23 without any amendments.
Of the funds, Sh3.5 billion will go towards recurrent expenditure and Sh1.9 billion for development meaning residents should not expect much development in the current year.
As has always been the norm, the Assembly did not share a breakdown of the document with media and other stakeholders such as civil societies.
One of the MCAs revealed that the estimates were read out and that documents containing the breakdown were not distributed to them.
“I personally do not have the document. We were not given any copy and therefore did not have an opportunity to scrutinize the contents,” the MCA who did not want to be named told The Press Point.
Assembly Budget and Appropriations Committee Chair Abdi Duba revealed that some Sh800 million will go towards clearing pending bills that had accumulated from 2017.
He said the House also passed ward development Fund and Community Health Service bills.
The county alongside Migori are the least transparent when it comes to sharing of budget information to their residents revealing the challenges public face in participation.
The two counties scored zero out of 100 points in the County Budget Transparency Survey (CBTS) that analysed how budget documents were made available for the public.
