Former EACC Chief Executive Officer Halakhe Waqo risk arrest for failure to appear before Parliamentary Committee to respond to the Sh7.8 billion Kenya Medical Supplies Authority (Kemsa) scandal.
Mr Waqo is being sought by the National Assembly Public Investment Committee (PIC) to shed light over the scandal after his name was mentioned by a witness in February.
He was expected to appear before the committee Friday evening after snubbing the first summons but did not show up only to later tender an apology, through a phone call, to the committee clerk.
The clerk has already been warned by the committee chair Abdulswamad Nassir not to accept any more apologies from Mr Waqo.
In case a witness fails to appear before a parliamentary committee investigating a certain issue for three consecutive times, the standing orders allow the committee to write to the police to arrest the witness and avail him/her for questioning.
Mr Waqo’s name was mentioned two weeks ago by Aszure Commercial Services Director Zubeda Nyamlondo who said that he helped the company get a Sh347 million loan at First Community Bank to enable it to supply masks to Kemsa.
The MPs want to establish if Mr Waqo is the faceless owner of the company that got a tender to supply 50,000 boxes of KN95 each at sh690.
